Allegany County man, woman charged with kidnapping
BUFFALO, N.Y. (WIVB) — Two people from Allegany County have been charged with second-degree kidnapping following an early morning incident that occurred last week, according to New York State Police.
A 36-year-old victim had allegedly been picked up at his residence at approximately 12 a.m. on Nov. 26 by 40-year-old Michelle McCloskey. He was then assaulted by 61-year-old Frank Scarpa from the back of the car they were driving in, police said.
The two took him to a location in Angelica where he was allegedly hit by a pistol. The victim was able to escape while being moved and called 911 on County Route 16 around 1 a.m.
The victim was taken to Jones Memorial Hospital in Wellsville to be treated.
McCloskey and Scarpa were arrested and transported to Allegany County Jail to await arraignment. An investigation found Scarpa was arrested two years ago for kidnapping the same victim in Hinsdale.
Scarpa was charged with the following:
second-degree kidnapping
second-degree menacing
first-degree criminal use of a firearm
third-degree criminal possession of a weapon
tampering with evidence
second-degree intimidating a witness
second-degree assault
fourth-degree criminal possession of a weapon
McCloskey was charged with the following:
second-degree kidnapping
second-degree menacing
first-degree criminal use of a firearm
third-degree criminal possession of a weapon
tampering with evidence
second-degree intimidating a witness
