Paramount Plus ordered the series in February 2024, around the same time CBS also greenlit prequel NCIS: Origins following a younger version of NCIS Supervisory Special Agent Leroy Jethro Gibbs from the mother series. Originally titled NCIS: Europe, Weatherly and de Pablo announced in an Instagram video in May 2024 that the series will be retitled as NCIS: Tony & Ziva so viewers have a better idea of what the spin-off will be about. (Another title Paramount Plus considered was NCIS: Trust No One.) “It makes it really easy because the fans will know exactly what the show is. It’s about Tony and Ziva in Europe,” de Pablo said. in the video.
